Do this by finding the Quickbooks .exe file (mine is at C:\Program Files (x86)\Intuit\QuickBooks 2013\QBW32Pro.exe), right clicking the file to open the Properties dialog, selecting the Compatibility tab, and checking ‘Run in Compatibility Mode for Windows XP’.

What an incredibly frustrating issue. I hope these fixes help someone salvage their afternoon. Mine is gone. Thanks Intuit.
